The Reef Economic Zone is an evolving strategic proposition. The material on this website introduces its foundations, explains why the idea has been developed and identifies some of the questions it raises. It does not attempt to prescribe every aspect of how a Reef Economic Zone might be structured or brought into being.
Many of the more detailed questions concerning its possible geography, governance, economic mechanisms, participation and development are best explored through serious conversation with people and organisations possessing relevant knowledge, experience, responsibility or interest. The project team welcomes enquiries from those who would like to understand the proposition more fully, question its assumptions, contribute a perspective or consider where it may intersect with their work.
Since the Reef Economic Zone concept was first developed, it has been shared with a range of people and organisations connected to the Great Barrier Reef and its regional economies.
This has included discussions with representatives from government, industry groups, regional institutions, professional bodies and organisations working across the Reef region. The concept has also been presented at forums including the Circular Future Summit in North Queensland, a regional planning symposium and other professional and regional discussions.
These engagements have not been undertaken simply to promote the idea or seek immediate endorsement.
Their purpose has been to expose the proposition to different perspectives, invite questions and understand how it is interpreted by people working across different sectors and regions. Reference to these discussions does not imply formal support or endorsement by any participating person or organisation.
The project team recognises that a proposal of this scale cannot be developed credibly in isolation. Its possible value, limitations and practical implications can only be understood through sustained engagement with those who know the Reef, its communities, its institutions and its regional economies.
WHY CRITICAL CONVERSATION MATTERS
The Reef Economic Zone proposes a substantial change in perspective. It asks whether the Reef and the regional economy can be understood and organised as interconnected parts of the same system.
It also asks whether the economic value associated with the Reef can contribute more systematically to its long-term resilience. A proposition of this kind should not be protected from criticism. It should be strengthened through it.
The project team is interested not only in perspectives that support the concept, but also in questions that reveal:
assumptions requiring further examination;
regional differences that may not yet be sufficiently understood;
potential risks or unintended consequences;
existing initiatives that should inform the project;
practical or institutional barriers;
alternative ways of approaching the central proposition; and
opportunities not yet considered.
